Manage time limits per person, not per device

How do I set a total time limit per child regardless of what device they use? Example... I want my child to have 3 hours tech time a day. I don't care what device she uses. When I set it to 3 hours, because she has 3 devices it's giving her 9 hours. This doesn't make sense? Is there a way to set a total limit per child?

Norton Family Time Monitoring is at device level as of today. We would however pass this request of child level Time Monitoring to our product management team.
