My Norton subscription covers 5 PCs, but it seems I can only have one Password Manager account. Is there a way to set-up a second Password Manager account on my wife's PC so we don't have to share passwords?

Norton Password Manager cloud vault does not require Norton product subscription.
Norton account does not require Norton product subscription.
You may create one cloud vault for each Norton account.
You may create new Norton account/s for other user/s.
