I cannot even click on withdraw to connect my coinbase wallet.

What is your current available balance? There is a minimum to move the ETH to coinbase. Once the money is in your Norton wallet, there is no need to move your ETH immediately to coinbase unless you intend to convert to another currency. Your Norton ETH Wallet is no different than your coinbase ETH wallet.

The minimum is dynamic based on what has been earned and the current gas prices.

And what are formulas that dynamically calculates the minimum? At the moment I've a total asset greater than the eth fee, so I should be able to withdraw but the option is yet disabled. If people will not know this probably they'll mine a few days, then they will abandon and there will be a big number of little amounts of eth that no one will claim.

What is the amount you are trying to withdraw? Also what is the purpose to withdraw with the gas fee so close to the total amount? If you withdraw $10, $100, or $1,000 the gas fee with remain the same. It is not a %.
