I have removed and reinstalled multiple times.

Problem still remains.

Curious, did you run Norton Remove and Reinstall tool -> Advanced Options -> Remove Only
Please download and run Norton Remove and Reinstall tool [here] from Windows admin user account. 
Please run Norton Remove and Reinstall tool -> Advanced Options -> Remove Only
Please clear out Norton remnants [here].

I have checked windows updates.  Both KB 4474419 and KB 4490628 have been installed some time back.  I have checked for updates and confirm that all available updates have been installed.

I rechecked Norton 360.  It shows me "You are at risk".  When I check subscription status it confirms subscription is Ok and "You are protected"

I am running Norton Security and it has found several things. The screen says "You are at risk" and there is an option to "Fix now",

As far as I can tell, Norton doesn't care anything about its users.  I actually managed to talk to a representative to find out what exactly was included in my plan for which I paid almost $200 last year.  All he did was read back what appeared on the screen.  I could have done that.  I don't know if I have lifelock or just some version of 360.  Furious.  Unless I get an explanation in English, not Nortonese, will not be renewing.

I imagine (not sure) for $200/y.  You have Norton 360 with LifeLock plan.  
Maybe, you have Norton 360 with LifeLock Advantage

Please post back.  Correct me?

Caveat: I have Norton 360 plan.  I'm not familiar with Norton 360 with LifeLock plans nor stand-alone LifeLock plans. 

Note: Norton Community does not have access to your Norton account, subscription nor payment method.

I am in the USA.  I just "chatted" with a representative who told me I did not have Lifelock, but had some form of 360 and Utilities Ultimate (whatever that is).  All for $197+ per year.  I now understand that this doesn't include Lifelock, but have no idea was it does include.  Antivirus?  Dark Web monitoring?  Service description and price itemization is terrible.    Website is all graphic design, but little substance.

I just typed a long reply outlining my experience.   Unfortunately when I pressed the reply button it all disappeared.

.  Just another frustration with Norton.

Previously I ran the remove and reinstall option but it did not solve the problem.  

I tried again but the "advance Option" would not operate - machine just sat there seemingly doing nothing.

I used the uninstall option in the Windows program menu then I followed the link to remove the remaining fragments.  I could not delete the Norton folder in the program folder as this was administrator protected.

I then followed link to install on another machine.

This seemed to work and I now believe I have a working system.

Thanks to the community members who have responded to my requests.
