My Norton 360 tells me subscription has expired and virus protection is not active.
Check subscription button tells me all is OK
I have removed and reinstalled multiple times.
Problem still remains.

Curious, did you run Norton Remove and Reinstall tool -> Advanced Options -> Remove Only
Please download and run Norton Remove and Reinstall tool [here] from Windows admin user account.
Please run Norton Remove and Reinstall tool -> Advanced Options -> Remove Only
Please clear out Norton remnants [here].
