NAV 2009 upgrade to NIS 2009

Do I have to purchase NIS $59 even though I already have NAV 2009 or is there a cheaper upgrade option for people that already have NAV 2009.  Hate to have to spend $39 and $59 when I should have bought NIS 2009 suite in the first place.
