Is the Netherland connection the only secure way to access torrents while using VPN?

The Netherlands connection has a very limited scope as far as not being able to access most sites while connected. I want torrent protection but don't want to be connected to the Netherlands to do so. As it is now, I am disconnecting after torrent use and reconnecting when in use. I would like to be able to keep connected to VPN all of the time and not just some of the time. Instead o switching between regions, I just shut it off or on and don't change regions. It would be nice to not have to reset me connection EVERY TIME!

Now some of the links above mention changing the VPN region to Torrent friendly. I could not find that setting in either the 360 VPN, or the standalone Norton Secure VPN.  Maybe is is only available in certain countries?
