In Nov 2015, the Norton Family IOS team released Norton Family 1.0 and just released Norton Family 1.0.1 a few days ago. These releases monitor children. On the parent portal, you can set house rules and see child's activity.
If you haven't downloaded NF IOS 1.0 and 1.0.1, you probably still have the old version which only supports parent mode. Please remove the old version and download the latest Norton Family IOS 1.0.1.

In the latest Norton Family IOS, parent can access Norton Family account (monitoring children and set house rules) at https://family.norton.com/familysafety/loginStart.fs in his/her iOS device. The version doesn't have parent mode. The Norton Family app is for child's IOS device which needs to be installed on the child's IOS device.
For your case, please remove the old parent mode and start to use https://family.norton.com/familysafety/loginStart.fs to monitor your child in your IOS device.
I am very disappointed by this change of functionality. The 'old' Norton Family did exactly what I wanted (ie Parent Mode). Having received sign-on errors continually, I now find the old product seems defunct, to be replaced by the new version which doesn't have Parent Mode, and instead I have to log on to the website where the activity data is 3 days out of date, and I haven't received any access requests from my children. And I have also spent an hour with Online Chat support who don't seem to know that the functionality has changed, ie that there is no parent mode. It would help if the product documentation made all this clearer, and support teams were advised. Of course, if I've got this all wrong, I would be very pleased to hear.
If you are receiving sign-on errors continually when using "old" Parent Mode, that's normal as we are no longer supporting the "old" Parent Mode.
If you are still experiencing "the activity data is 3 days out of date, and I haven't received any access requests from my children, can you please send me your Norton Family account email address and some details, if possible by private message via the forum by clicking Inbox at upper right hand corner?
