New laptop or used? Are you sure your laptop has a web camera? Are you sure Norton is the issue? Did Norton come preinstalled on your laptop? What version of Norton are you using? Is your Windows up to date? I highly doubt Norton is blocking your camera. To check go into Norton history and review everything in there. Did you Google the error code? I did.
Norton does not have settings that affect camera permissions, so the issue is very unlikely to be related to Norton.
Of course I saw the screen shot you posted I also read it. The first thing it says is be sure it is connected and installed properly. The second it says be sure your antivirus is not blocking it. Third it says be sure your camera drivers are up to date. Forth it gives you the error code to follow by. When you purchase a new laptop everything is out of date from the length of time the laptop has been dormant. So the first things you need to do is run Windows Update and apply any updates needed. Update your devices according to the manufacturer's website. Now if you just bought the laptop it is under warranty. So you can call the manufacturer support. Now if you think Norton is blocking it then you would see it in Norton's history. As SendofJive has indicated Norton does not block webcams. Did you try all 4 steps as layout in the screen shot you posted? You also cannot just transfer Norton. You can however transfer your license key to a new installation on your new laptop. Sounds to me like your webcam is not working due to some thing wrong on the manufacturers end. Does your laptop have Windows 10 Anniversary edition? Windows 10 64-bit Anniversary edition is 1607-14393.567. The current Norton Security version is 18.104.22.168
No stress and no attitude applied. You came here looking for help. We provided it. But the error code is more involved then just Norton possibly blocking it. Did you look in your Norton history? Have you ran Windows Update? Have you ran Norton Live Update? Have you check your laptop manufacturer for driver any driver updates?
Have you tried disabling Fast Startup in your Windows 10? Restart when ready.
Have you tried uninstalling your Norton client with the help of Control Panel? Restart your system and check your webcam device.

I have a MSI laptop and they recommended the following.

Install MSI SCM.
Press FN+F6 to enable webcam.
Glad you fix it. As I stated as well as SendofJive did this was not a Norton issue. Especially since it is a brand new laptop under warranty. Your drivers are out of date. Your laptop was most likely made about a year ago then sat in a warehouse then went to a store where you purchased it. Or if you bought it online. So by the time you turn it on all your software, drivers,antivirus and Windows is completely out of date. By the way did your laptop come preinstalled with something other than Norton? Like McAfee or Kaspersky? If so was it completely uninstalled before adding Norton?
