For the SMS monitoring, What Android version is running on the phone? What kind of phone is it?
For the video monitoring, I assume you are referring to PC or Mac (not the Android phone for SMS issue). Please check the browser that your child uses to see if the Norton Family is enabled. You can find it by clicking Tools -> Manage Add-ons in IE if IE is being used. The add-on needs to be enabled for the video monitoring to work.

Thanks for the update. The premier version of Norton Family should support monitoring SMS message on the Android 2.3 phone. Please make sure the settings at Settings -> Messaging is correct.
Also, do you use the US version of Norton Family or another localized version?
You can also uninstall/reinstall Norton Family on the monitored phone to see if helps.
As for video monitoring, the program supports monitoring videos that are accessed on Windows, not on Android yet, The feature is on the product enhancement list for future development. For details on what features are supported for Android, please check out the link below.

Different Android phones show Android number at different locates. For my HTC Android phone, it locates at Menu -> Settings -> Software Information -> Android Version.
If you download Norton Family for Android from link https://play.google.com/store/apps/details?id=com.symantec.familysafety, it should be US version.
Also, do you see the Messaging option is available at Settings -> Messaging online?
You should be able to block apps at Settings -> App once you log onto your premier Norton Family account.
yes , one can block apps (but this occurs after the app is successfully installed),
what about not allowing apps to be installed at all ?
