Norton 360 for 3 devices only allowed 1 device

I have Norton 360 installed for 3 devices, I reinstalled on the same device 3 times because of problems with new computer I have just changed the hard drive, because it had faults, so I downloaded Norton 360 on to the PC, I wanted to install on my Phone, tried only to be told I had used 3 devices, I have only installed on the same computer, I have tried everything to fix this.  I have to sign in every time I open a new window, not happy. I am also asked to re set my password.
