Norton 360 8.8.5 - VPN error message "Connection error, Please try again later"

On my Macbook pro with the following details.

Chip - Apple M1 Pro

MacOs - Ventura 13.3.1(a)

Norton 360 8.8.5 

I get the following error

VPN error message  "Connection error, Please try again later"

I hae ytried the following.

1 - Uninstalled and reinstalled Norton 360

2 - Deleted the VPN item in System settings.

action 2 noe shows me the following screen. However nothing ever pops up for me to allow.

I have had the same problem, but in my case I also get a small window asking for permission to "Allow" or Don't Allow" to add VPN configuration as: "All network activity on this Mac may be filtered or monitored when using VPN."  The problem is that I cannot press either button to either give permission or not. So I'm stuck. I would assume that the installation is not finished, which is a problem, is it not?
