Norton 360 Secure VPN Blocks Login & Logout - All Websites

I'm at our local Library with public WIFI running Windows 7 and Windows 10 on two identical HP Laptops. The Windows 7 PC has the problem listed above. The Windows 10 PC does not. Both have the same Norton 360 product installed. After logging into this Forum with the Windows 7 PC, I turned Secure VPN back on and could not enter anything here. I had to disable Secure VPN to complete this Thread. I tried FireFox and Edge on both PCs with same result - see screeenshot. This looks like a BUG that Norton needs to fix. OUgrad

P.S. to my post above.

If I run Quick Scan with VPN on, it says only limited scan available, no Internet connection. With VPN off, scan runs OK. OUgrad

Please try Norton Firewall Reset on Windows 7 machine. 
Curious....any Norton Error message?

Thanks Permalink, but nothing helps, Firewall Reset or otherwise. I have no error messages. I did compare this Library WIFI with a friend's at home and have no problems there. Norton AutoFix finds no problems either - may be unique to this Library WIFI. OUgrad

I'm at Midas using their free WIFI and no problem here either. The problem Library WIFI above and my problem-free friend's WIFI above both use the same ISP, strange. I have routine VPN Connection errors at another Library with Windows 7 and not Windows 10, same two PCs noted above, but never this problem where both connect OK.
