Norton Blocks Downloads

I'm using Norton 360 and firefox.

I'm trying to download something but Norton keeps blocking the file saying "file is blocked by policy".

I have disabled Auto-Protect and Smart Firewall.  It still won't let me download. 

I have turned off download intelligence.  It still won't let me download.

I deleted the norton extension.  It still won't let me download.

What the heck do I need to do to get Norton to stop working and allow me just to do what I want on the computer?  At this point Norton is more a hassle than it is worth.  The settings are so complex and when it advises you something it doesn't tell you where to change the setting if in error.

Not sure if incognito mode is still on as I tried that too.  Though it keeps asking if I want to open in a new tab "which is also extremely annoying".

I'm wondering if you're seeing Windows Smart Screen block. 
Care to share what you're trying to download?  
Can you share screenshot?

If you have the VPN enabled, the site you are downloading from may be blocking you. Many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, security, and political reasons. There is nothing a VPN provider can or should do to circumvent these legal protections.
