Norton Chrome extensions

HELP!!  I’ve been getting a pop up ostensibly from Norton which says, “Your chrome browser is not protected. The Norton Chrome extensions are not enabled.  Install these extensions to protect your device and your identity when you surf with Chrome.” Then there is an “Install now” button. I am concerned that this is not from Norton and that I would be opening my computer to all sorts of problems if I install this.  Is it really something that Norton would send out and is it safe to install? THANKS!!

You may install Norton Toolbar and Identity Safe if you use Identity Safe.  Then if you don't want.  Just un-check and cycle Chrome. 
Norton simply wants you to experience Norton Toolbar.  So, make Norton happy.  Then do what you want. 
You may see this notice "“Your chrome browser is not protected [..]" after a Norton product update.

If Norton Toolbar is not installed / disabled.  Norton may remind you to install Toolbar. 
You will still have protection for in-browser attacks/drive-by-downloads and protection for malicious downloads (downloads done in the browser gets scanned and you will have Download Insight protection).
You will not have Norton protection for phishing and certain scam websites - you will have what the browser itself provides; you will not have Safeweb markups that can warn you away from dangerous pages - however you can opt to temporarily use the safesearch.ask.com website - it will supply warning markup on search results for you without the Norton toolbar.

Additionally - Without the Norton Security Toolbar extension installed, you'll not see the Norton SafeWeb icons (which BTW, are not working correctly right now anyway,) on supported web-search websites (e.g. Google, Bing, Yahoo...)  However you can use the Norton Safe Search website and still get the SafeWeb icons in your search results, even if the Norton extensions are not installed in Chrome - Note though, the Norton Safe Search website is a Ask affiliated website, which some folks have a specific and (certainly understandable) strong aversion/disinclination for ...

In plain English, what exactly is an extension?  Is this another name for a toolbar?  That's all I really want to know.

As an "extension" to the out of the box browser.  Then Yes. 
Norton Toolbar is an Extension and may be deemed Norton Toolbar/Identity Safe aka Norton Extension (Norton add-on/extension to the out-of-the-box browser).
