Norton Community Watch - how long until it runs after reinstall?

I uninstalled and reinstalled NIS 2009.  Within an hour all the background tasks had run except for Norton Community Watch.  NCW is enabled and there are entries in the history referencing it, but it hasn't run yet.  Since NCW has normally one of the first things to run and runs whether the machine is idle or not, I thought the fact that it's been a few hours and it hasn't run yet to be a bit odd.

How long does it usually take before this runs after an install?

I have not taken note after an installation how long before Community Watch submits information. However, Community Watch may have to gather some information from Norton Insight or any newly detected security risks:

"When Norton Internet Security detects a security risk, it uses Norton Community Watch to send the Web site information to Symantec. All the Web site URLs that you visited before the detection of the risk are sent to Symantec for assessment."

When you check the history for Community Watch, are all of the items marked as submitted?

No they all currently marked "processing" which makes sense since according the CPU history, the Norton Community Watch task has never run.  The Norton Insight scan and submission tasks ran several hours ago.

Normally the Community Watch task runs once a day and is usally the first thing than runs.  It might be possible that it won't run until tomorrow, but I find it strange that all the other tasks have run one or more times already (save the Idle Full System Scan which I disabled).

That's why I wanted to know how long it usually takes for it to run after doing an install.

I'll see if it runs tomorrow.

On a whim I decided to reboot.  Within about 15 minutes of logging back into windows NCW ran. 

What's weird though is that about 1/2 the entries that were in the NCW History disappeared, though I think these were duplicate entries (the same entries listed more than once).  Of the remaining 6 entries, 2 are listed as "submitted" and 4 are listed as "pending" (these state they could not be submitted at this time).

I'm not sure if this is normal or not.  I guess it is, but I find it strange that some could be submitted and some could not.  Especially since one of the entries that could not be submited was a "suspicious" one which isn't really a threat (see this link).

The files of interest are usually collected once in 8 hours depending upon the idle time detection. Moreover, depending upon the idle time activity as well as the number of the files queued up, the task may span over a period of time. This is done to reduce the load on your throughput and get it only during the network idle time.
