Norton dowload says "downloaded" but still get "expired" message

I purchased Norton 360 Standard and the download says its downloaded, but the icon on my toolbar shows a red lock icon.  When I click on it it tells me my service is no longer active.  When I try to activate, it tells me the product code isn't valid.

I followed the instructions on the video on the Norton website again, and still get the same problems.  The download claims its downloaded and active, but the icon message still states my service is expired and tells me the product code is invalid.

I have all of my blockers turned off, and nothing should be interfering with this.  I have Win 8.1

It takes forever to get any help on the chat feature.   Does anybody have a fix for this?

Have you restarted your computer a few times after installing the new 360?

Have you disabled Windows Fast Startup feature? If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature.. See more information here.
