Norton Download Manager popup

When I upgraded to windows 10 on my Toshiba laptop I found that my Norton product was no longer working correctly. I uninstalled it using the windows uninstall control panel and made sure that windows defender was working. Everything seemed to be alright. On the first of this month Microsoft decided to push version 1607 to my machine. Afterwards, I immediately started getting a popup, ostensibly from Norton, that reported that my installation of Norton would no longer work with windows 10 (surprise!). As far as I can tell the only thing Norton I have is this download manager which puts up a popup that can only be dismissed by clicking on either 'Next', 'More Information', or 'Remind me later'. 

First of all; Is this from Norton? It sure acts like malware. The 'Download Manager' app does NOT show up in my program list. So, no way to remove it using that.

Second, assuming it IS from Norton, is there any way to get rid of this thing for good. I may, or may not decide to reinstall Norton, but I'm having enough problems with Windows 10 that I'm having some buyers remorse at installing it. I won't bore you with the details of that.

But I'd sure like to have the answers to my questions.

Hello Ron

What Norton product were you running? Do you know which version I was? If you give me which Norton product, then I can give you a link to get your product installed. Did you use the Norton Removal Tool? I would suggest that you run the Removal Tool which will help you get a clean install of your Norton product or any other security product if you decide  to leave Symantec.

Can you capture a screenshot of this popup? I would recommend turning off Fast StartUp as that causes many issues with other products besides Norton.

Hi floplot, thanks for the reply. Unfortunately, I didn't write down the version of my Norton product before uninstalling it and I didn't use the Norton Removal Tool. I guess I was having a senior moment because I know that's the way it should be done.

Originally, I had NIS but I think at some point it got migrated to Norton Security. I believe it was fairly up to date before I installed Windows 10. Prior to that I had Windows 7 Pro (64bit). 

The machine is set for fast startup so I'll have to mess with that. I took a screen shot of the pop up and I'll attempt to add it to this post.

I hope this works. It's been awhile since I've been on the forums and I see what looks like some changes. Thanks again for your help.

Hi again. This has been very frustrating for me...along with some other Windows 10 issues that are unrelated. Anyway....

I've tried all the 'solutions' posted here... and thank you both for your help and suggestions. I really do appreciate them. In any case, they did NOT fix the problem. After running the Norton Remediation Remover tool followed by the Norton Removal Tool and restarting, the popup returned. Apparently, both of these tools need a bit of work.

The problem (fingers crossed) turned out to be the sneaky way that Norton installs their software. Even after running both tools there were still Norton installation files (3 folders with around 200mb of installation files) located in the public download folder. After removing these files and again running the Norton Removal tool (along with yet another restart!!), the popup (so far) has not returned. However, the day is still young. Anything can happen and I'm not betting that this is the ultimate fix. Could be tho.

Thus I'm not, as of yet anyway, prepared to check the solved box. If ,after a couple of days, the popup stays gone then I'll come back and check it. I'm giving you both kudos just for effort. I do appreciate the help.

Well, I did run the tool multiple times with a restart between each run.

Removing those extra files from the public download folder seems to have done the trick. I'm marking that as the solution.
