This happens frequently, but why does the web browsing data just randomly stop working? Other monitoring like apps is working, but nothing from web and I know there is data there to be shared. What is the deal?

Web browsing in Google Chrome requires Accessibility service permissions to be switched on. Please check if Norton Family in the child's device indicates any permissions missing. You can do the following to check it
If you see any permissions missing, please enable the permission.

I could see some web activities being reported for the last 2 days. Please let us know if you see any further issues.
Sometimes Norton Family app could get killed by Android for Battery optimization, please ensure Norton Family is excluded from battery optimization. You can check this by searching for 'Battery Optimization' in device settings.

I just uninstalled the app. Realizing that randomly the app is auto-blocking websites and enabling google chrome 'safe search' which is not how i'm trying to use the service. I tested this because after un-installing the app it stopped locking safe search on my childs device. This started happening randomly and i'm sick of the poor performance/support of the app. Looking to get a refund as I type this.
Good riddance.
