Norton file that fails to extract during system restore

My Asus laptop suddenly will not start up beyond the Asus screen. It is running on Windows 8.1 and I have Norton 360 installed.

Rather than go to my login screen to open Windows I get the messages "Preparing Auto Repair" then "Diagnosing your PC" then it goes to the Auto Repair screen and indicates "Your PC did not start correctly". I went to the Advanced options screen and see where I could do a "Refresh" or "Reset" which obviously I'd rather avoid.

I tried the option of restoring to the system auto restore point that displays (August 23rd) and it runs then comes up with the error message:

System restore did not complete successfully.

System restore failed to extract the file C:\Program data\Norton\{0C55C096-0F1D-4F28-AAA2-85EF591126E7}\N360_22.7

What is this file? I was wondering if it is something I can delete using the command prompt screen, which is an option available under Auto repair-Troubleshoot.

With the restore date of August 23rd I'm wondering if something has corrupted my laptop as I do recall getting a warning from Norton when I was reading a news article sometime around this date. I did navigate away from the page right away though. Is this file something Norton created that is linked to this?

Fix System Restore problems with Norton installed

This problem can happen due to a security feature in Norton products that prevents outside programs from making changes to Norton. This security feature can prevent Windows System Restore from changing Norton files, which results in the "Restoration Incomplete" message.

To fix this problem, temporarily turn off the Norton Product Tamper Protection before you run Windows System Restore.

Thanks for the information! However, if I can't get my laptop to start up how can I go through these steps?

Boot up in safe mode?
