Norton Internet Security won't uninstall

OS: Windows 7 Home Premium 64-bit (6.1, Build 7601)

I purchased a 1 year subscription to Norton Internet Security somewhere around 3 or 4 years ago.  I did not renew my subscription after it was over.  Since then, I have regularly (like once a month maybe?) gotten a popup asking if I want to renew.  Up until now, I did not mind, because I thought maybe I would eventually renew.  However, starting a couple of days ago, I have gotten a popup trying to prompt me to "Install an updated version of your Norton product for Windows 10".  

I do not want to do this because a) I do not have Windows 10, nor do I want to get Windows 10 at this time, b) I (still) don't have an active subscription to this product, and I have no immediate plans to renew. 

This popup gives me two options:  "remind me later" or "next".  If I choose the former, it shows me the popup again after about 5 minutes. There is no option to remind me at some later date.  Also, the top-right "X" button is grayed out, so I cannot close it, so I closed it from Windows Task Manager.  

I then attempted to uninstall Norton Internet Security from the

Windows Control Panel > Programs > Programs and Features > Uninstall or Change a Program

After uninstalling I restarted my computer.  But I immediately got the popup again.  

I then went to the Norton > Norton Internet Security folder and clicked "Uninstall Norton Internet Security" which basically did the same thing as before (opened the same uninstaller).  Again, I restarted my computer and again, I continue to get this popup, even though I no longer see any Norton (or even Semantec) products listed in my Programs and Features. 

So, I did some googling and found a Norton Removal Tool here:

I downloaded/installed/ran it and made like it was removing stuff and eventually prompted me to restart my computer, so I did.  After restart, I got no immediate popup, so I thought maybe that did the job.. however, after about 30 minutes, I got the popup again.  I did nothing.. I was actually on my other computer at the time so this computer was sitting there idle, and out of the corner of my eye I saw the popup.. 

So I ran the removal tool again.  Restarted the computer, and.. same thing, only a more immediate popup. 

So I tried a different tactic.  This time when the popup happened, I clicked the "Next" button and let it update the software.  First, it completes the update and then gives another popup with some error about communicating with the norton server (code 500), then shows me a popup stating my subscription is (obviously) not active, with option to either "remind me later (1 day)" or "renew".  If I choose to remind me later, it goes away.  BUT.. I continue to get the original popup prompting me to update the Norton product for windows 10!  AND, I get a renewal reminder about once an hour instead of once a day!

Also, after I did the update, I attempted to uninstall via all 3 methods listed above, and it's still doing it.  This thing just won't remove itself from my computer. 

This is getting really frustrating.  I really feel like this program is behaving exactly like the programs it is supposed to protect me from.  

PLEASE, someone help me to for reals get this thing off my computer.

Oh also, if I leave the popop alone and don't click anything, after about 5 minutes, ANOTHER one comes up (so I see 2 in my taskbar now), along with some error message stating some other instance of it is already running.

Please check your Norton account.  You may have an available Trial.  Expired may be offered new Norton product/service Trial.  
Please check Task Manager. 
Do you have any items for W10 eg: GWX or pre W10 downloads to Windows Update...?
Others reporting splash screen.  Just wondering why your machine was tagged.

I'm not 100% sure I understand your post, but I do not have anything for windows 10 on this computer.  I have not (pre)signed up for windows 10, nor have i installed anything for it, or have been prompted by windows update or anything for it.  As far I knew the only thing on this computer that has anything to do with windows 10 is this Norton update thing I described above. 

However I do see a "GWX.exe" entry in my Task Manager > Processes.  I don't know what that is so I googled it, and it appears to indeed be something to do with upgrading to Windows 10.. even though as of yet, I have not seen a single popup or anything from Windows asking me to update..(edit: actually, I just noticed a white 'window' icon in my taskbar and the hover title is "get windows 10")?  So, do you think Norton Internet Security update popup has something to do with GWX.exe?

Yeah, I've been trying to grasp why machines get the splash screen.... only comes to mind is something on your machine looks like W10 to Norton.... and Norton is trying to advise you need Norton 22.5.2.15 before W10..........IDK.

So yeah, reading that thread, sounds exactly like my problem.  I'm willing to go with Norton thinking GWX.exe is Win10 stuff and therefore prompting me to update.. however, what's MORE concerning to me is that I cannot seem to get NIS uninstalled to begin with.  No matter what I've tried as far as uninstalling all Norton/Semantec products from my computer, I STILL get this :(

Norton Removal Tool removes up to a point.  I'll bet if you scour your machine you'll still find Norton bits.
Bits for example that know you ran a Trial to prevent you running Trial over n' over. 
All I can offer as we now know.  Norton knows and is working to sort....

How about using something like Revo Uninstaller and see if that finds some Norton/Symantec files left over?.Thanks.

Success always occurs in private and failure in full view. Windows 10 Pro 64 bit 2004 N 360 22.20.5.39 Chrome latest version.

I have the exact same problem, Ive tried essentially everything its so frusterating, if i use norton removal in safe mode it gets rid of the problem for about an hour before it starts occuring again, i cant game or watch movies as i constantly get minimized, I haven't even used norton for about 4+ years.

I have this problem as well it is driving me bonkers. I've tried a lot of things to get rid of the blasted thing.It causes different programs of mine to crash that I'm running at the time the pop up occurs;also occasional freeze.
