Norton not automatically running after a restart and “program not responding” if it does open

Running Windows 7 Professional with Norton 360 Premium 1.  This is an issue with one of my computers and may have started 55 days ago.  Norton does not automatically start running after a restart and if it does final open it randomly stops “program not responding”.  After Norton shuts down it may take multiple attempts for the program to restart.
