we have reinstalled window on this machine , but now norton is being downloaded neither being installed . Please help

First, to not post personally identifiable information in the open forum. Forum admins notified.
How did you reinstall Windows? A fresh install from an installation media, or did you use the recovery tools provided by the computer manufacturer? If using the recovery tools, be sure any pre installed non Norton security software has been fully removed using the removal utility for that software before trying to install Norton.
How have you tried to download Norton? Best is to go into your Norton Account and click on the user icon at the top right and then click on Manage My Subscriptions. Then find your current subscription and click on the Download link. Then follow the instructions to "install on this computer". That should download and install a pre activated copy of your Norton product.
