Norton Power Eraser; problem

I have been experiencing internet disruption problems recently and decided it was time to use NPE to see if there were any problems.

I keep getting this message - "Sorry, you need the newest version of Norton Power Eraser to run scans. Get the newest version from the Norton Power Eraser Web page, here."

So i downloaded the NPE.exe from the website. When i want to run/install the .exe, it tells me that it is already running.

I disable my NIS and run NPE.exe again. This time it works. I set out what i wanted to do, repair and remove some of the bad rep software from my PC. I restart my PC and all is well. 

The thing that is bugging me is, why does the NPE part of the NIS keep giving me this "you need the newest version" message. Do i have to keep running the NPE.exe independently from now on?

with Norton Security 22.7.1.32 > my built-in NPE is Version 5.2.0.9, Revision Date 8/9/2016

My version is 5.1.0.9, Revision Date 10/6/2016

The thing is my NIS is not updating the power eraser. Is it malware/virus that is causing this problem?

and you're NIS is 22.7.1.32 ...?

run LiveUpdates several times until no updates found > re-start not under the influence of Fast Startup > repeat

Yup. My version is 22.7.1.32.

The NIS 2016 part of the program functions properly and updates properly but the NPE does not update. Will try your recommendation.

Not sure what you mean by quick startup. I'm running Windows 7. Do you mean stop NIS from starting up during windows ?

Edit: Did not work. My NPE is still "out of date and requires the newest version".

Fast Startup is re Win8/10....

A fresh install rectified the problem.

Though that may be the case, i would like to know the actual underlying cause(s) that may cause the NPE to malfunction as such. Re-installing NIS to me is a "stop-gap" solution that doesn't address the underlying problem. Still, i believe kudos should be given due to your quick responses and friendly advice.
