Norton right-click context menu missing after windows update

After updating two computers to windows 10 version 1803, Norton is missing from the “right-click” context menu on one of them. Re-installing Norton did not improve it.
It’s basically the same problem as described in this post, but the suggested solution does not work. None of the “Symantec” registry entries seem to be disabled/blocked.

After three tries at failing to fix the issue using the NRNR tool, I manually uninstalled Norton using the Windows add-remove apps application in the control panel, rebooted, downloaded and ran the Norton installer: NortonNISDownloader.exe, and now I get the Norton right click menu to scan a file and the file info option also shows up, so here are the steps that I did to fix the issue:
1. While your Norton is installed, go to you Norton account and download the NortonNISDownloader.exe. You will use this file later in step 6.
2. Download the NRNR tool and run it, it will ask you to restart your computer.
3. Once the computer restarts it will reinstall Norton, but the right menu will not work.
4 Restart your computer again, note that the right menu option will not work.
5. Go to all settings, apps, click on apps and features, and search for Norton in the search box. Select the option to uninstall Norton. Reboot after uninstalling Norton.
6. After restarting your computer, run the NortonNISDownloader.exe file that you download in step 1.
7. Reboot after the Norton installation is completed - your right menu should now work.
8. Note that the file insight option will only be displayed on files that can be executed; program files that don't execute such as Word or Excel documents will not have the file insight option available.
