Norton Secure VPN is causing problems

I have been noticing increasing problems over the past few weeks with Norton Secure VPN.  I routinely turn it on and leave it on all of the time.  What I see is that I have problems connecting to sites (just now, couldn't connect to Google Maps). I turn the VPN off and boom!, I can connect.  I have also noticed that my internet connection will drop when I have the VPN on and have lots of browser tabs open . . .  My browser is Google Chrome, Version 99.0.4844.51 - Norton Password Manager is also hard to start with VPN on.

Anybody else experiencing these problems ??

I am running a Windows 10 Pro, Version 21H2, 64-bit PC; Norton 360 22.22.2.10;

I start each day by running Live Updates and Quick Scan

Many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, and political reasons. There is nothing a VPN provider can or should do to circumvent these legal protections.

I'm having the same issue, which appeared with the last update - the one that saddled us with the piece of dysfunctional nastiness known as Software Updater, so is wrong on all fronts. Prior to that, it was working for me just fine.  Of the websites I visit regularly, only one did not function through the VPN; the others worked as normal through it.

Now, I'm lucky if I can get anywhere on the internet without disabling it. It crashes several times a day, or at least inexplicably disables itself - I see a pop-up telling me so. It then automatically restarts - maybe 15 or 20 minutes later. If I turn it off manually (to access the aforementioned website), it takes me at least that long, and usually several retries, before it can manage to lumber back into the air. Prior to the last update, it did not crash and to restart it after I'd manually disabled it took maybe 1 minute.

Over the last few days, the problem has gotten even worse. The VPN comes on at startup, the pop-up on the WiFi icon says I have internet access through it, but I can't reach *any* websites at all. Meanwhile, all other devices on our WiFi are working as normal. If I disable the VPN and start up a browser, everything starts to work immediately. After that, I can usually restart the VPN and all will behave as normal, but I'm quickly losing faith in it.

I began having this same exact problem on my windows 10 laptop about a week 1/2 ago. It was working perfect for the past few years and then boom, a week or so ago every single time I turn it on, I have absolutely no connection to the Internet on multiple browsers (I tried multiple browsers). Sometimes, rarely, but sometimes, I do have connection for a minute or 2, but then it cuts it off again. If I shut the secure VPN, I have immediate connection. Last week I had Norton tech support remote into my laptop, he watched me recreate the issue, which of course cut him off, because I lose connection to the Internet, but he was expecting that - I warned him, and then he spent about 15 minutes - 1/2 hour doing a bunch of updates, deletes, reinstalls, etc., and then once we tried it, it worked fine, and I tried various different sites, multiple browsers, multiple sites, etc. But, I knew that on the rare occasion that it does work, it then stops, so I wasn't feeling all that confident. Within minutes of leaving the remote session, the issue started again. My ISP tech support laughed at the thought of it being on their end, since I have immediate connection (and super fast) without Norton Secure VPN turned on, and my ISP allows 3rd party VPN services, including Norton, nothing changed on their end. It's 100% a Norton issue. I was thinking it might be a Windows 10 issue, since I recently had an update - update 2 billion lol, but since there are Mac users experiencing the same issue, then there's no denying that it's a Norton issue. 

I'm not happy. I don't like being followed around the Net, I don't like my ISP or DNS showing up on game sites, which they do, so that means they're showing on financial sites and other sites I go to, and I need the Secure VPN service. Additionally, in closing, I pay for a yearly subscription to Norton 360, this is a part of the plan I pay for, which means that something I'm paying for isn't working... and Norton isn't acknowledging this issue at all, and what you don't acknowledge, you don't fix. 

Thank you so much for opening this thread, I thought I was losing my mind, I couldn't find anyone else having the issue in the current time, only much older threads. I'm not at all happy that others are experiencing this as well, but I am happy that it's not just me... because now I know it's not my laptop and nothing to do with me on my end. Here's hoping that Norton acknowledges and fixes this sometime soon. My renewal is in a few months and if they don't fix it, while I do love Norton over nearly all others, I won't be renewing if this part of my purchase isn't working anymore, which currently it is not - I have to go online with it shut all day, every day, or I can't get online at all... or I can for a second and then BOOM lost connection until I shut it. 

Norton Tech Support - we're calling for you, and whatever you think might fix it (as the tech did when remoted into my laptop) is not the fix, there's a bug in the programming that needs to be fixed.

That isn't at all what's going on. And, I was so happy this morning to finally find others, countless others, who began experiencing the same issue as I am around the same exact time as I did (early March 2022). Norton Secure VPN is literally stopping people from connecting to their browsers, multiple browsers, on MAC and Windows, it's cutting off all Internet connection. And when some of us on rare occasion can connect to our browsers or a site, within minutes it disconnects our connection again. I've been using Norton Secure VPN as part of my yearly paid subscription for Norton 360 since the onset of Secure VPN and it worked on every single site, company, game, banking, Facebook and enumerable others all the time, perfectly, no glitches, until early March 2022 when this problem everyone is reporting in many Norton forums and all over the Net. Your response can't possibly be correct, or that would mean that the infinite number of sites I go to each and every day, and have for years, suddenly "all" stopped allowing a secure VPN? That's not possible - and again, as bad as the complete disconnect from connection on the rare occasion that it allows you to even have a connection, more times than not, it's not even allowing a very large amount of us to have connectivity in our browsers, so that's not even  a site - we literally lose connectivity completely when it's on, unable to connect to our browsers, and then the very moment we shut it, poof, we have instant connection to our browsers again. 

I do, very much, thank you for trying to help and share information, and I am very thankful for that, and grateful for people who try and share information that could help, genuinely, but I wanted to make it abundantly clear that what you're stating isn't at all what this particular issue is for all of us that are reporting this same issue.

I have uninstalled and reinstalled Norton 360 on my PC 3 times now in the last few weeks. My VPN just stopped connecting and when it doesn't i loose all internet until i uninstall the whole program. It would do that every now an then in the past but it usually did not last. Now it is more off then on. And even when it does work one day the next day it can go right out again. They really need to fix this, i did not have any of these issues when i had Nord VPN and the lifelock is the only reason i have this Norton VPN because i do not  want to pay for 2 services when this one should work.

Now that you mention it, my problem may have started around the time the unwelcome "Software Updater" appeared.

My experience is VPN is working fine then just drops internet connection.  I try to refresh browser page or enter a new URL and I get FireFox browser notice that server cannot be reached.  The connection may resume after a time (I have auto-connect turned on), or I can turn VPN off and internet is restored.  Usually can enable VPN right after.

Norton needs to figure this out and fix it.

And BTW, dump the Software Updater or make it run optionally.  Apparently it is running in the background and slowing down my already slow internet connection!

How do you modify "Software Updater" ??  Is this a part of Norton 360 or another software ??

@ssadars7 - I definitely must have known at one point, because I no longer receive auto-updates or notifications when there is an update... somehow, at some point, I set it up to manual updates only, so every few weeks I check do an update check via the Norton 360 control panel (for lack of a better term re: control panel). I'd actually like to be notified when there's an update (though not auto install). I think I'll have to look into finding that setting again, it's in there somewhere lol - likely under settings, but could also be under updates (from with the Norton program itself).

I wonder if the programming bug is related to the "kill switch" function, which is supposed to block internet access if the VPN goes down? I have mine turned off in the configuration settings, but if it's screwed up internally so that it is hard set to "on", and combined with whatever bug is causing the VPN to crash all the time, it would explain the behavior. (Makes one wonder if anything in this release - 22.22.1.58 in my case - is actually working.... Isn't that a reassuring thought?)

Interesting thought about the Kill Switch. But that would mean that all those seeing this issue were having their internet connection dropping out. That would be a huge coincidence for users in different parts of the world see this happening fairly often.

I have the same problem. There are many similar threads about the same issue. Norton need to do something. Otherwise people are going to look at competitor products.

I have the same problem. It started a couple of weeks ago. Microsoft Teams gets disconnected, and Skype, Outlook and others. If I turn VPN off and back on again, everything goes back to normal. Running Windows 10 Home 2022-03 Cumulative Update for Windows 10 Version 21H2 for X64-based Systems (KB5011487) installed.

I'm having the same issue with the secure VPN. I keep losing my internet connection and I've had enough. I want to turn the VPN off permanently but if I select Turn Off, it keeps coming back again the next day. Can anyone tell me how to disable it permanently?

On the lower right of the Norton 360 Panel there is a link that says: "My Norton"

Click on this and open "My Norton"

Four down from the top is "Secure VPN".  You can turn it on and off here.  If I shut down my PC with VPN Off, when I start up the next morning, VPN is still off (and vice versa)

I have the same issue.   When I turn on the Norton VPN I am not able to browse any of the sights that were my home pages.   I have used the Norton VPN for a couple of years and have never had this problem.    I bought a subscription to ExpressVPN and it works fine with the sites i have as home pages.    This started happening when Norton released the last version with the damn software updater crap.   I am disappointed that my Norton 360 annual subscription just renewed right before the latest update.    Thats the last payment Norton will get from me.

i'd like to chime in with the same problems with VPN...  i'd like to add that it gets turned off without me knowing it.  i have to check from time to time.  i use windows 10 on 1 laptop and 11 on another.

This problem has always been and remains on Norton's end. I have to turn it off when I go to a secure site to pay a bill like my cable bill or phone bill or some banks. that's exactly when I would want the VPN to be functioning. It seems to have gotten worse lately since Windows 11. Sometimes it's interfering with my DNS server and I have to restart my computer to connect to any site.  NORTON FIX THIS!! How many people have to post about this? You're going to lose customers eventually.

Not sure yet this will help in all cases, but it may be of help in the interim.

I have also noted this problem in Win11 Home on a 2021 Dell 15 5505 AMDRyzen7 laptop. It has persisted (also I think since software updater) but is seems to persist on only some of Norton's Servers and not all of them. I say this because I began to log IP addresses for which I could not access the internet with MS Edge or MS Outlook Live mail, etc.

Whenever I could not access, I began simply to turn off Norton VPN on My Norton, & then turn it back on, which then logged me back unto another Norton secure server in the same default region. I have stayed with this region for the most part, although initially I had allowed Norton 360 to auto-select the region; I don't know this will work in all selected regions.

Simply switching out from one secure server to another in the same region seems to solve the problem, although I dislike even a few seconds of unsecured internet while it is off.  I have not yet run into not being able to connect & browse websites twice in a row, but I suspect it is possible and I will likely experience it someday until this issue is fixed.

Thank you for this info.

I have also experienced similar problems and I too have shut off auto select and just have one region for the VPN to connect. So far it seems to be working. It might be that auto select keeps searching for and changing servers and maybe that is what causes some of these issues.

Just click on the down arrow and then regions. Make sure you select a specific country rather than auto.

I have been having similar problems it's not that I can't connect to a website rather the speed of connecting that is my issue. I have run the broadband speedtest with VPN off and I get around 200 mbs download and 100 mbs upload, when I turn VPN on my speeds drop as low as 1.5 mbs download and .5 mbs upload. I also tried the same thing on my cell phone on 4G and without VPN on I got around 36mbs download and 12mbs upload, but with VPN ON dropped to 1.5 and .5 again. Got my workmate to do the same on his cell phone and same results so there is definitely a huge bottleneck within Norton's VPN software that causes dramatic data transfer rate drop offs.

I do not think this provides an insight into the problem, the initial problem is similar to what I have and is not regarding sites with https or security problems, the problem is that the vpn is blocking access to sites via google searches. Taking into account chrome and google are the main web browser and search engines used across the world, if the vpn is blocked by these sites as you suggest then vpns by all the companies out there would be a waste of time as nobody in the world would be able to access sites via google that would make a vpn pretty useless. Plus sometimes I can access the sites directly and the vpn doesn't block access then. 

I prefer Norton which has been my preference since the 80s, and 360 to other virus/firewalls and prefer to have one package I can trust rather than having numerous security programs, so I bought Norton again on renewal last year, and the fact it had the vpn built into was great and a big factor in that choice, having used Macafee for a few years along with surf shark.

The last thing, if as I suggest google blocked VPNs such as Norton I would have expected this thread to have 1000s of similar complaints and the lack of this indicates this is a lesser problem limited to some users and it needs some clarification and consideration for the few of us that seem to be having problems so that we too can remain secure.  Poss it is some extension in chrome causing a problem and would anybody have knowledge on this. Try dumping Norton VPN for Express VPN. I did and it just works. Maintains connection speed (may be slightly degraded, but not much). But no reboot - uninstall - reinstall - chat- etc.,  etc. every few days or weeks - only to have the problems resurface and having to do this all over again. In my experience these VPN issues have been present since the first launch of the product - and Norton refuses to do anything to fix it. If one peruses the community threads regarding VPN issues, most are marked "Still in need of a solution" but then have been closed from posting additional comment.

There might be a way, if Norton tool programmers were inclined, to provide a "pop up message" that Norton VPN will not function with given WEB site and recommend to turn it off or automatically turn it off when it encounters problems?

So pleasedto see this thread!! I have the same problem - almost impossible to browse with VPN connected - all sorts of websites closed to me until I disable VPN. I bought Norton 360 primarily for the VPN -- for online shopping & banking -- so utterly useless if I can't access my sites using the VPN!! I use safesearch but have never been offered the Isolation Mode. I find Norton 360 to be very USA centric so as a UK user that's very frustratting too and many UK banks not recognised. Can we have a solution please?! My subscription ends March 2023 and I'll probably be looking elsewhere for my next security suite.

Despite not being able to use VPN on all websites, particularly with banking sites or sites where I must use password/ID credentials, I make sure I use the browsers' InPrivate browsing window for that extra measure of security, - even with HTTPS sites.  I have set up 2-step verification, etc., on all my apps, banking sites and elsewhere wherever offered with strong passwords 19-30+ characters long, although some marginal sites only allow much shorter passwords; even my phone & device passcodes are longer than 6 characters to backup fingerprint IDs.

I prefer this more tedious 'protocol' within Norton's VPN still, but lacking VPN's functioning on every website, the extra security, I hope & think, is safer that not using one or the others. Lord willing, my devices will continue to be safe with Norton's help as they have been for the past several decades. (Do wish it was all at more reasonable cost, but at least my bank just lowered & dropped fees today!!!)
