Norton Security Backup using 70% CPU - NSBU.exe

This started happening last week.
I am running Windows 10. fast cpu. 16 GB Memory. SSD.
The issue shows up in task manager as nsbu.exe.

Is NSBU.exe the Norton Security Backup?
This makes no sense. I completely turned off Backup.

Everything has slowed down and some things in Chrome are unusable at ancestry.com jpg viewer.

NSBU is the executable for your entire Norton Security product. Not just the backup function. Is it just NSBU using 70% CPU or is 70% the total CPU time?

Others here have experienced the high CPU issue. The first suggestion is to get a fresh install of your product with the Norton Removal and Reinstall Tool from    www.norton.com/nrnr

Be sure you read the Before you Begin section, and run LiveUpdate manually a few times, restarting as necessary, until no updates are available.

Things happen. Export/Backup your Norton Password Manager data.

I had already uninstalled & reinstalled Norton Security using their tool.  I did force a live refresh. But, only one time.
I will try live refresh a few more times.

Task manager keeps saying total cpu = 100%. I don't remember seeing that in the past.
NSBU was showing up as 70% when I posted.
It is much lower now. But, it is bouncing around between 5% - 40%.
But, I just brought PC out of sleep mode and it is not stable yet.

I am going to try Norton Live Update and reboot to see what happens.
