Norton security suite blocks windows xp shutdown

Windows home 32bit sp3 (clean reinstall 10-13).  Was workimg OK before clean reinstall, reload, install and activate Norton SS.  My other installed programs are firefox (only one installed when problem appeared), thunderbird and revo uninstaller.

I guess I could live with this, powering down to shutdown, but I would much prefer a solution.

Yeah, that appears to be a known bug.

Thanks Krusty13.  I tried lmacri's suggestion to convert fat32 to NTFS and it worked.

I wish I could take credit, but the suggestion to convert the file system from FAT32 to NTFS originally came from Symantec employee Mohan_G in kingofscotland's thread pc wont close after Version 22.5.0.124 Windows xp update.  Symantec collected diagnostic logs from affected Norton v22.5.x users in late August 2015 and were able to replicate the shutdown problem in-house on XP machines with FAT32 file systems.

I'm not sure if Symantec is planning to release a bug fix for this problem or if they just expect affected XP users to convert their file system to NTFS, since neither of Tony's Hot Fixes & Issues - Norton 22.5  or HOT ISSUES & FIXES - NIS/NAV/N360 22.5 posts mentions the connection between the FAT32 file system and the XP shutdown problems.
