Norton Toolbar blocking webpage

I recently changed from IE 11 to Chrome for my web browser. I have noticed that the Norton Toolbar blocks the upper part of the web pages, where the logon and logoff icons are (among other things). I can minimize it but that resets my web page, which is a problem if I'm in the middle of something. Is there a way to format it as a toolbar in the Chrome toolbars and not the web page? Or have it always hidden but still functional? Thank you.

If you use the X control, it will be hidden but still functional.
You can bring it back by clicking the Norton Security Toolbar extension button.

Yes, it solves the issue, but only temporarily and for many Norton users, I am sure, not satisfactorily. I am eager to know why the Toolbar blocks the top of the web page. I've seen no explanation for my concern. I can "X" the Toolbar all day, but the blockage is inconsistent using the Chrome v.64.0.3282.186 browser. Matt, I would be grateful if you could provide an answer.
