Norton Utilities defrag analyze different than Windows defrag

I analysed my disc with the Windows defrag and it shows 2% fragmentation and says "OK".

 The analysis with the Norton defrag shows 33% and says "non-optimized".

Who says the truth ?

Not sure which one is correct. But what you are seeing may be related to the fact that Windows deliberately fragments some files to speed loading. 

What you may be seeing is Windows reporting only the files not included in their deliberate fragmentation. Norton may be reporting ALL actual fragmented files.

Things happen. Export/Backup your Norton Password Manager data.

Not so much "deliberately fragments" as chooses not to defragment a file into pieces more contiguous than 64MB since the benefit would be trivial. Windows doesn't take a contiguous file and break it into pieces.

Finally i test it. I did a full defrag with NU.

Results :

Windows shows that 3% of disk is undefragment (before defrag , shows 2%)

NU shows 2% is undefragment (before shows 33%).
