Norton Utilities Error 4

Trying to activate Norton utilities getting error 4 many times in the last 2 weeks.  Tried the TLS 1.2 and windows update fix with no luck.  Any ideas on how to register Norton utilities?  Recently upgraded to Norton™ 360 Premium with Norton™ Utilities Ultimate from Norton 360 Premium.  When I downloaded the license key was the same for the utilities as 360 premium.  Should they be different.  What am I missing?  Also reinstalled Norton utilities with no luck.

Hello. Have you followed these instructions? Your NUP key should be listed in your Norton account.
