Norton Utilities Ultimate Startup Optimizer question

Sorry if this is a silly question. Norton Utilities Ultimate 'Startup Optimizer' makes suggestions regarding a number of potentially unwanted items that can be deleted from startup that I could delete. This is supported by a 'Community Choice' column that indicates a green thumbs up or red thumbs down.
This 'Community Choice' is confusing! Does a green thumbs up indicate that the percentage indicated agreed with deletion of the item, or are they indicating that they keep the item? Likewise does the red thumbs down indicate don't delete, or that the thumbs down indicates not really needed?
