Norton VPN

Very disappointed with the VPN within Norton 360. Thought I'd try and improve my security but using VPN everything thinks my ISP is amazon.com, my throughput is throttled back to under 30% of normal speed, many sites either fail to load at all or load incorrectly as they think I'm located in the USA rather than the UK.

Turned it off and it will stay turned off probably until I find a decent replacement. I'm a keen fan of Norton normally even using the Norton toolkit all those years ago in DOS 6.2 but this does you no favours I'm afraid

The IP address showing Amazon is because VPN providers do not own 100% of their servers, but lease server services from many data centers around the world. 

As for your appearing to be in USA, you can manually choose UK as your VPN region. From the My Norton interface, click on the down arrow beside turn on/off for the VPN feature, and then click on VPN region. Scroll down to the region you wish to use.

This may be related to the fact that many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, security, and political reasons.
