Norton vpn think Free download manger as a "torrent" app while I only use it to download stuff , not torrenting. So I have to turn FDM off when I want to connect to norton vpn, while I am download stuff? No way norton.

I download file bigger then 2gb like everyday I need a download manger to speed it up. Ur non norton vpn probably allow torrents, I guess I going to install a non norton vpn too....... 

Maybe, try FDM Lite wo the torrent client.

sadly this is not working, I exclude every .exe in the folder but it still didn't work

Hmm....maybe, I can reproduce.  Where do you download FDM?

Okay....as test: I installed FDM for all users. I added FDM Chrome extension. Norton 360 Secure VPN On does not like FDM and the FDM exe's that I added to Split Tunnel did not help.  I don't have need for FDM.  I did download a few files via FDM - Norton 360 Secure VPN Off. 

btw ~ my non-Norton VPN seems to work okay with the few files that I downloaded via FDM.

FDM Lite can also be downloaded, which requires less disk space than the regular version by removing things like the torrent client. If a download manager is all you're after, this is the better choice.
