Norton Will Not Scan, Unsure Issues?

Hello,
Recently, I logged on to my laptop, and right after signing in, it loads for a few moments, then becomes extremely slow, cannot click task bar or anything.
After a few moments, I try to click something, like Norton, and it wont even register I am clicking it, then near freezes (but whole time, I can move a pointer around freely) then the desktop turns white, returns after like 5 minutes, but still, unable to click anything, then all my icons/task bar disappears and I cannot do anything but move around the pointer.
I have tried safe mode, which seems to work flawless
I tried malwarebyes and it collected some things that it deleted, but in safe mode, Norton sits there, initializing...
So far, safe mode is the only way I can start Norton but I cannot do anything with it
When I start it in safe mode, a message comes up along the lines of
"Run full scan? some features are disabled"
I'm at a loss, and do not know what to do next
I have read through the forums to see if someone had similar issues and some did, but nothing I saw that looked like mine nor following what was rec. helped
I am just stuck and do not know what to do next

Have you tried restarting your computer? Have you thoroughly removed the previous security program using the remove tool from the previous vendor?

Success always occurs in private and failure in full view. Windows 10 Pro 64 bit Norton Core Security Plus 22.18.0.213 Core Firmware 282 I E 11 Chrome latest version.

When you started Windows in Safe Mode, did you allow Norton to do a full system scan? The same for a Malwarebytes scan.

Things happen. Export/Backup your Norton Password Manager data.
