NORTON360 VPN blocking web sites & pages

Running WINDOWS10, NORTON360. Viewing with GOOGLE CHROME browser. NORTON SecureVPN (As part of NORTON360 Premium) on . Wirelessly connected thru TRENDnet TEW-807ECH AC1200 Dual Band Wireless PCIE Adapter, TP-LINK AX1800 router, MOTOROLA MB7621 modem, WOW internet.
Latest blocking scenario: Without signing in, I was viewing discussion topics in NORTON Community forums under heading of NORTON 360 for WINDOWS. When I deleted a prior tab in Chrome, the NORTON discussion webpage I WAS VIEWING was rendered "server not found"/blocked! Would not come back on browser refresh. I clicked on the browser back arrow, and the previous page (List of various NORTON community discussions) came back. I was then able to revisit the specific discussion in NORTON Community I was previously viewing...now not blocked.
WTF? Add this to the list of blocked website/pages experienced. I'm at a loss to determine a consistency. Seems like sometime sites are blocked consistently, sometimes they are not.
It's getting to be a PITA! VPN on... off... on again. Especially if the VPN refuses to turn on again (reconnect) after being turned off. (Solved with a reboot.) Only saving grace I can think of is that, so far, direct interactions with financial institutions continue to allow use of the VPN.
Any solutions/explanations? Don't quote me the copyright or VPN address-rejecting explanation. This was on NORTON's own website! Does it possibly have to do with the increased latency caused by using VPNs? Some specific interaction of the VPN with Chrome/WINDOWS10? (I would think that hardware interaction an unlikely problem.)
