Nsc.exe unable to start

I have been getting this error message "nsc.exe the application was unable to start correctly 0xc0000142" for a few months now. It started doing this on both my machines at approximately the same time. I have tried updating Windows and Norton, and I have completely removed Norton with the removal tool, shut down and rebooted the computer, and then reinstalled and updated without any success. Does anyone have any other suggestions on what to try? This is obviously a Norton issue since several others have posted about it but I've not seen anybody that has solved the problem. I run Windows 10 on both my Dell laptops.

Hello J.R. The issue you are seeing is "generally" caused by having another antiviral software installed on the system that is loading a boot. Do you have another trial antiviral software installed or another program that scans for malware loading with Windows? IF so, at the very least set it NOT to load with Windows and reboot. See if that corrects the issue.

Edited: Run live updates a few times and reboot.

Thanks for your response. I don't think I have any other antiviral installed but I will double check to be sure. This error doesn't pop up every day, just randomly, and on two different computers.

9wood's post has some suggestion that I would have posted next for you to try. Give those a go and see what results you get from them. I would avoid step #3 in the article since tampering with the system registry can leave the computer not bootable or make it function incorrectly. I'd recommend that you check both computers for outdated video and other drivers. Specifically, get the latest Windows updates installed. I have seen computers throw random error codes when Windows updates are awaiting.

I have tried all the suggestions and still have the same issue. Now after the most recent Norton update I can no longer edit or create custom scans. The other scans work just not the custom. I have removed completely with the Norton Removal Tool then reinstalled with no success. I have used Norton around 20 years and never had problems like it has caused this year. It just keeps getting worse. If Norton doesn't fix their issues in the next three months I will not renew again, and will switch to another security program that isn't causing problems every other week. I can't trust a program to protect my computers that is constantly having issues that are not being fixed.

J.R. What is your Windows version and its build? If your Windows install isn't up to date that is an issue. I ALSO strongly still believe there are remnants of another antiviral/malware program residing on your system that is conflicting with Norton. And what is the version of Norton you have installed presently? The latest version is 22.22.11.12

Another unanswered question presented was are all your video drivers up to date. Reinstallation isn't correcting the issue so the next step is validation of your system integrity as the common cause.

Windows 10 Home Build 19044.2364.

Windows update says system is up to date. Ran check on all drivers and no updates available.

I have never ran anything but Norton on this or any other machine. Everything is a fresh install due to hard drive failure a few months ago. Everything worked fine until this error started on two different machines I own. I have seen other posts about this same error which makes me think it's a Norton issue. I have the newest version of Norton. I have removed completely and installed back several times. The custom scan issue started immediately after an automatic Norton update on both my computers. I ran the system file checker and DISM and nothing has helped. Both issues still exist on both my machines running at two different locations with two different users.

Thanks for the post-back. The latest Windows 10 version is 22H2 / build 19045.2364. You need to bring your Windows version to the most current. Are you seeing any alerts from Microsoft regarding any "hold" they may be putting on your update to 22H2 due to drivers, etc?

Windows is now the most recent version. Norton still will not edit or create custom scans. I don't about the NSC.exe error yet. It doesn't happen every day. I'll post back when I know if it still does it.
