One System Care

One System Care is on my new Surface Pro 4.. how can I get rid of it. Do Norton recommend any free sw

It looks like you have picked up a PUP, a Possibly Unwanted Program . These programs are usually downloaded alongside a legitimate download when you do not uncheck the option for the additional download.

You could try scanning your system with this free, on demand scanner: 

http://www.malwarebytes.org/products/malwarebytes_free

Please download the FREE version, save it to your desktop, and update it before running the scan. You  can also keep it on your machine for future second opinion scans just remember to always update it before running any scans.
