Outlook unable to send emails when VPN enabled

After installing Norton 360 for Windows yesterday I'm unable to send emails. I can receive emails, but cannot send. I'm receiving the error 'Your outgoing (SMTP) email server has reported an internal error....Message blocked.' I'm using a locally installed copy of MS Outlook After reading other posts on this issue I added Outlook.exe to the excluded app list for the Norton VPN. I've restarted my PC multiple times, but it is still not working. I'm able to send and receive emails without an issue when I disable the VPN, but cannot send when the VPN is enabled. Any assistance would be greatly appreciated as I don't want to have to disable and re-enable the VPN repeatedly. Thank you.
