Password Manager Access Only By No VPN

Why do I have to stop my VPN before I can access my Password Manager.  This is a security failure by Norton?  Is this a Norton programming mistake?

Windows 10.

Could you please share the details of the VPN product with version , Norton Password Manager extension with version to check the above issue.

The VPN is Norton and I have updated Norton Password Manager to the current version.  I also experience Norton "unresponsive" frequently.  I recommend you contact me and I will give you permission to troubleshoot here.
