password manager won't start unless VPN of turned off

Turn my computer on and click on password manger. Then I don't get the login screen, and I get the message "something went wrong". I was restarting the computer and then I could access PM and it would work ok. Today if I found if I turn VPN off then I can turn PM on and then turn VPN back on. I run Google and Edge with Windows 10 with same results in either one. This is recently occurring, the problem just started about 3 weeks ago and it is frustrating. Is there a solution that I missed that lets PM start ok without restarting computer or turning off VPN?

Check if your network is private or public with VPN. Also check network trust: https://support.norton.com/sp/en/us/home/current/solutions/v9802264 Let me know if it works
