Hello Penny.. Check to see whether or not you have fast startup enabled in your power settings. Disable it if it is enabled. Here is how: https://www.tenforums.com/tutorials/4189-turn-off-fast-startup-windows-1...
Restart the computer and check for the updates again after restart. See if they apply.

Penny. Do the following as outlined below. Make sure you do not miss a step. Its a tedious process but works almost 100% of the time.
Run the Removal Tool, make sure you are logged into an account on your computer that has admin privileges. Perform a remove only scenario as instructed in this article using the portion labeled " I need help removing Norton". Once your product is removed, reboot. The removal tool MAY reappear a second time prompting you to install your product. DO NOT install it. Close out the tool and reboot yet again. Once rebooted. THEN reinstall your product by logging into your Norton account, download from there. Once the installer download is completed, close your browser. Open and run the Norton installer from the location it was saved. Norton will install on its own, just follow prompts as they are given. When Norton has fully installed, restart the computer. After the restart, manually run live updates and get any patches available. Get them one at a time and REBOOT when each are installed whether instructed to or not. Finish getting any remaining updates, reboot yet again. Recheck for your issue and please let us know your results for follow-up!!
