Paypal isnt working

Im trying to purchase norton 360 antivirus program for windows 11 pc but my paypal wont go through and i keep getting an error. Ive tried over 5x and it isnt working. Does anyone else have this problem?

The error says: There was an error processing your payment, please try again. But when i try again it gives the same error
