PC locks up, Is NIS 09 at fault?

today I was on the net, with a NIS full system scan working in the backround. All of the suddon IE8 locked up. It wouldent respond and I couldent close it. So first I succesfully paused my Norton scan. I then went to click end scan. All that did was lock up norton. Then NOTHING worked and I had to do hard shutdown. Could Norton be the cause since I had a scan running?

Nope; If you wanted to close IE8 should have done that through Task Manager.  IE8 has issues; memory management is one of them.

oh, I thought it was good to instal IE8 because Windows update said it was important to download??? Was that bad of me  to install?

No, it was not necessarily a bad thing to do. I am currently taking IE8 for a "spin around the block", but as dbrisendine mentioned, IE8 uses more memory and more processes than IE7.

I would just let the Norton scan run undisturbed and not try to perform other tasks whilst in progress.

You may want to look up the etymology of the word "Avocado" (cf. Merriam Webster Online; I actually recommend the OED, but you need to have a paid subscription to access it...). And that is only ONE aspect of hardcore linguistics...according to my point of view, naturally :-D
