Question about backup

I have nearly reached my disk quota for backup.
When I open Norton, the only backup option I have is "Fix Now". I don't have the option to restore files.
Under this heading, the only option I have is to "Manage Backup Sets". Under this heading, the only sensibe option I have is to delete backup sets (it seems in Australia I can't increase my quota). I still do not have the option to restore files.
Thus, if I needed to access the option to restore my files, I would first have to delete the backup set to make more space (and the backup would not be available to restore).
What is the use of backup when I have no way to restore my files, should I need to?
