Reactivation issue Norton Utilities Premium

I keep getting loop for re-activating. (Norton Utilities Premium is part of my Norton 360 Premium subscription)

As suggested:

- I've reinstalled NUP,
- activated it with product key
- appears to be okay
- reopening NUP
- again need to activate
- removed NUP with appwiz.cpl
- restarted computer
- see first -  very frustrating
 

Please help. I've been using Symantec / Norton antivirus sinds approx. 2000. Also owner previously of NU15 & 16.. so why this @#$%

Pourquoi NORTON ne dit pas clairement sur son site que le service NORTON UTILITIES PREMIUM ne fonctionne plus et qu'il faut passer au service ULTIMATES payant ?
