Re-install and stop using Interactive LiveUpdate just before the Phased Manner Release version-build "104"
The snips from the last steps on a ride on the re-install Merry-go-round are in the attached PDF.
The Hotfix for CenturyLink Norton Antivirus Online for Windows 7 comes by Automatic LU, file names & sizes in the snips.
Where and how to get off the Phased Manner Release until a Hotfix is available for other Norton Partner versions and the Operating System that is running it.

I have read through this whole thread and it is not clear if this IS or ISN'T considered fixed. I have Windows 10 and Norton Antivirus 22.12.0.104. I did Live Update until it said there were no further updates. I rebooted and still get the Windows Defender Security Center messages:
Norton AntiVirus is installed as a firewall provider.
Norton AntiVirus is snoozed and your device may be unprotected.
Windows Defender Firewall is not active, because you're using other providers.
Is my computer at risk (no firewall?)? Should I uninstall Norton and use Windows Defender until this is fixed?

Tonight I updated Norton Antivirus to the new version 22.12.1.14 and get the same messages in Windows Defender as Kevin H. I'm on Windows 10 as well:
Seems strange they haven't been able to fix this as it's been over a month since this thread started!

Could someone from Symantec please provide another status update? I noticed that the Hot Issues and Fixes thread pinned at the top of this board was updated on 20-Feb-2018 and states "[Fixed] - Windows Firewall shows Norton Antivirus turned off after Norton 22.12.0.104 update Thread Thread - Run LiveUpdate to receive hot fix" but the fix doesn't seem to be working for all NAV users.
Is there a specific file or definition update and version number that NAV users can check to confirm they received the hot fix via LiveUpdate?

Is your NAV from your ISP?
Mine is from CenturyLink (USA), another forum member, J80r59m, up north-west, maybe BC, gets his NAV Online from TELUS. Norton calls the ISPs that provide a product "Norton Partners". I deduce that the product provided is configured for each Norton Partner at some wholesale amount. Then each NP sell subscribers al a carte or bundles of other features beyond the bare virus protection. My CentruyLink configuration for Windows 7 desktop and Windows 8.1 laptop responded to the first Hot Fix, and are behaving well. The forum member in BC has a Windows 10 with NAV Online that did not respond to the Hot Fix.
Phased Manner Release is Norton's phrase for prototype. Version 22.12.0.104 is no longer the lead horse on the Update-Merry-go-round, the new RECENT prototype is Version 22.12.1.14.
Leachade chose well for the topic title. Let's just let it continue.
NAV Online 22.12.1.14 is working ok on my Win 7, so far. The laptop with Win 8.1 is next. If 22.12.1.14 doesn't behave for Vista try Sheltering-In-Place, SIP, https://community.norton.com/en/forums/norton-internet-security-constantly-stoppingfaulting

I'm getting a little lost, who identified what issue with the RECENT updated with which OS, which Norton Product describing symptoms. Score Keeper needed urgently, no pay no benefits, must be able to Translate English to English and Vice versa. ~grf

Just for the records, my NAV is box original. When i had this problem i downloaded version 22.11.2.7 through my norton account.
Fetched all liveupdate updates when tested 22.12 with no luck. So, patch mentioned by Sunil_GA did not worked for me.
Running on 2 Windows 10 and 1 Windows 7 computers. Same problem.

Didn't receive the message requesting the logs. I am now at version 22.12.1.14 and still have the firewall messages in Windows 10.

You need to look at the top right of any forum page and click on Inbox. That is where you would see any message.

I had the same problem, however, after the recent update I got the green tick on the "firewall and network protection" in window defender screen. I am on windows 10 home with Norton Antivirus 22.12.1.14 currently.

The patch to 22.12.1.15 worked for me after it was applied and NAV restarted. I rebooted the computer to make sure because this happened before with the last hotfix. Within a few minutes of the computer restarting the 'red x' tray icon came back. Problem still exists.

SONAR needed Fixing. Fix failed twice. Fixed on-line via Norton Mgmt.

Can you elaborate on what you mean here? Are you saying Norton corrected for you after the patch was applied and it works correctly now?

Once again i received all stuff. Windows 10 computers with same problem.
However my Windows 7 are working correctly as i said in pm to @Sunil_GA.
I just compared the two systems for differences, looking at registry key requested before by @Sunil_GA.
Did noticed too that in Windows 7, action center display 2 firewalls, but norton antivírus status is "turned off" while in Windows 10 there are 2 firewalls too but norton status is "postponed".
Quite frankly, this is tooking so long for na answer. Come on Symantec.

Sorry for the delay getting back to you sooner.
After Installing Norton xx.15 (latest patch) and rebooting, I experienced what you experienced ("Within a few minutes of the computer restarting the 'red x' tray icon came back"). Opened Norton and in red was displayed that the SONAR feature needed to be fixed. Pressed the Fix button and nothing happened. Then decided to go to the On-line Norton management page via the norton management program installed on my PC. The on-line web page also displayed the same error also with a fix button. Pressed it and it fixed the problem.
I hope that this is more clear (pretty much the same as what I already stated in my previous post :)

Appreciate it. Just took a look, but no problems with SONAR on mine so there is no 'fix' in Norton or the online management.
Just to see if it would make a difference I went ahead and reinstalled. Red X is still showing.
This has become sort of laughable to me at this point. There have been two 'fixes' released now and neither works.

Funny. We are almost completing two months on this subject and so far no official word from Symantec:
- Firewall is working or not ?
- Should i revert to previous version (22.11) or not ?
- Is this a joke ????
- Should i reconsider renewing my subscription by the end of the year ???

To get a working firewall I have installed ZoneAlarm free temporarily.
Norton Antivirus is still reported as a sleeping firewall supplier in Windows Defender though.
Observations:
Anyhow, it would be nice to get a sign or status report from Norton regarding how this case is going. Can we expect a solution anytime soon?

The problem is that the Windows Defender firewall was turned off. It used to be on.
With Norton Antivirus, Windows Defender is supposed to be the firewall. That was how it worked before this bug appeared. Now, apparently Norton Antivirus and Windows 10 are miscommunicating and the Windows Defender firewall is disabled because it now sees Norton Antivirus as having a firewall (which it doesn't). Windows reports "Windows Defender Firewall is not active, because you're using other providers."
If something doesn't happen soon, Norton should upgrade us to Norton Security so we have a firewall and are protected. I would switch to another antivirus provider, but I have almost 600 days left on my subscription.
I would also like to see an official update. There must be a lot of people that have this issue (both of my laptops are affected), but since it is hidden in the system tray pop up, the average user probably hasn't noticed it. And Norton Antivirus shows the green check mark so they think everything is OK.

The problem appeared after a Norton LiveUpdate months ago (not a Windows Update). Worked fine before that. Still, it is hard to say who is to blame. Either Norton Antivirus is reporting the wrong firewall status to Windows (telling Windows it has a firewall) or Windows is misreading the status.
Will continue waiting for the official Norton reply.

My personal thoughts.
When that update brought in the single layout design, it probably has the file information saying it is Norton Security, as noted by some NAV users in the forums, who reported the product was now called Norton Security. The product key you enter determines exactly what product you can use, and what features are available.
Now Windows just sees it as Norton Security, and assumes it has a firewall, so it disables Defender's firewall. Or, more likely, the Norton single layout code missed the fact that the Windows firewall needs to remain active if a Norton Anti Virus key is entered.
I'll see if I can shake the tree with Norton to get some kind of update.

I solved this issue! After reading multiple topics and chatting with multiple ignorant Norton employees, I simply uninstalled Norton Antivirus and I'm using the Default Windows Defender Antivirus and Firewall. I was not left with any confidence in Norton products after dealing with Norton employees and after seeing this problem going unsolved for months. So why even bother with Norton anymore?

FYI - Mine downloaded a patch today through LU and 'so far' appears to have corrected the issue. Not sure if it is a fluke or not, but things seem okay now.
