Looks like association with 22.21.9.25.  You're probably 22.21.10.40. 
check your Help -> About -> 22.21.10.40
Looks like Utilities is just cleaning up dross. 
uistub.exe as I recall is the executable responsible for launching the Norton user interface

Concur with bjm, this is an OLD registry entry. The current uistub.exe for Norton 360 version 22.21.10.40 is,  file version 22.21.10.15 as shown below.
