I cannot comment on it being a Norton message, as I have never seen it. If you have the LifeLock Dark Web Monitoring enabled, it could be a legitimate message. 

Until someone can verify this for you, if you want to change the password, you should navigate manually to the web site and change your password there.

Norton Password Manager "Compromised Password detection" is a new feature released with new extension update for Google Chrome browser in phased manner.

Norton Password Manager extension 6.6 has been released for Google Chrome browser.
Note: This is a throttled release.
Norton Password Manager extension 6.6.0.8 is available in Google Chrome Webstore.

This build offers a new feature - Compromised Password Detection

Norton Password Manager will detect all login form submit events and notifies the user when it finds that the password is compromised. User can choose to ignore the notification or can opt in to let Norton Password Manager change the password of the website to a stronger password.
