Safe or not?

Hello

I just noticed that my pc is working a little bit slower than before. After "welcome" screen I have a few secs blackscreen and after this 3 secs I can see my deskop. Yesterday I updated my norton and scanned everything. Nothing after NPE scan and full scan. Today I tried once more and I had update like 130mb (30 updates) after another scan I found in my history many NCW submissions. Files like: mspaint.exe, actioncenter.dl, dwmcore.dll, colorui.dll and other. And looks like they are microsoft files. No update or anything so why I have microsoft files in norton history?

Norton Community Watch submits new files to Symantec for analysis.  This is how files are sorted into what is trusted and what is not.  Anything new that has not been previously seen in the wild can be submitted through NCW, and such submissions do not indicate the presence of malware.

But I didn't download anything. Maybe because norton update?

If you are on windows 10 it will install updates automatically, even if you aren't ready for them or want to postpone them. Also microsoft got rid of the people who test these updates for problems and replaced them with users (such as yourself). If microsoft forces an update on you (that they didn't test properly) and it messes up your computer they will know there is a problem and can protect the users that pay them huge amounts of money. This time it looks like you had no issues and are fine.
