I have load on startup selected but Secure VPN doesn't start with PC - I have to start it manually
Have you restarted your computer since installing Norton VPN? Not Shutdown and startup again. If you use Windows 10, there can be an issue with the Windows Fast Startup feature.. See more information here.

Try going into your Norton Secure VPN, and clicking on the Settings gear at the top right. Uncheck the settings for Autoconnect and Launch at Startup. Then restart your computer and reset those two settings. Then restart the computer again to see if you get connected automatically.
Once you set this up using a Windows admin account, does the app function normally again for a standard user?
FWIW I am able to make these changes from my standard Windows user account.
